Balmer found first-team opportunities at Wigan somewhat limited in 2000-01 due to injury and the consistent form of Pat McGibbon and Arjan De Zeeuw, however he always performed well when called into the side. A strong right-footed central defender he scored his only goal of the campaign in the 1-0 win at Bury that coincided with his 100th Football League appearance for the Latics.
After moving on to Oldham Athletic, Balmer was put on the Boundary Park transfer list in October 2002 before his contract was cancelled by mutual consent in February 2003. Balmer immediately joined Boston United with a contract up to June 2004.
