Garner began his career at local club Plymouth Argyle signing professional forms in March 1989.
He did not establish himself as a regular and left league football when he joined Dorchester Town on a free transfer in August 1994.
His performances persuaded Rotherham United to pay £20,000 for him after only one season in June 1995.
He quickley became a regular and one of the most consistent performers in the team, with the only blip coming after a row with the management team in the middle of the 1996-97 season.
Previously an attacking midfielder, Garner was asked to adopt a more defensive role on the right-hand side for Rotherham in 2000- 01.
He responded magnificently with some outstanding performances and had missed only a handful of games before suffering a broken leg in the vital promotion clash at Reading at the beginning of March.
He was sorely missed in the last two months of the Millers' push for promotion to the First Division.
He missed the whole of the 2001-02 season with injury.
After a loan spell, Garner joined Torquay United in July 2005 with a one-year contract but was made available for transfer in October 2005.
However, he signed a new one-year contract in June 2006 that was cancelled in November 2006.
