A regular in Leyton Orient's successful Under-19 team in 2000-01, Billy scored the winning goal from the penalty spot in the Football League Youth Alliance Cup final against Bradford City at the Millennium Stadium.
He stepped up to make his senior debut when he replaced the injured Matt Lockwood against Kidderminster Harriers in February.
He is a promising left back with good vision and accurate distribution.
Billy's contract was extended in April 2003 up to June 2005.
He joined Kidderminster Harriers in January 2005 with a contract to the end of the season.
Billy joined Cheltenham Town in July 2012 with a two-year contract that was cancelled in September 2013.
He then joined Newport County on a monthly contract.
