The second leg was due to be played in Santiago, Chile on 21 November 1973. Due to the security concerns following the recent coup d'état, USSR refused to travel to Chile. FIFA subsequently awarded a 2-0 win to Chile so they qualified for the World Cup finals tournament in West Germany.
