Cullis's main career was with Wolverhampton Wanderers mainly prior to WWII. He managed the club at the end of his playing career steering it to their most successful period in their history. Cullis also became the youngest manager to win the FA Cup at Wembley in 1948 at the age of 31.

He also played for Ellesmere Port (Amateur) and Liverpool, Fulham and Aldershot as a war guest.
